As Head of State, the safety and welfare of the Cypriot people should
undoubtedly be your primary concern.  In an emergency, whatever you
decide to do, governs the fate of Cyprus and your place in its' History.
Cyprus is now facing a Crisis of enormous magnitude.

Cyprus is in a state of seige, your Country is under Attack and this
is a formal Declaration of Intent.  Chemical Weapons have been deployed
in strategic positions throughout Cyprus, covering the major population
centres, tourist resorts and agricultural areas.

These Weapons will activate automatically in a few days.  Only you
have the power to stop them.  If you allow them to activate, you will
leave your Country a legacy that future generations will curse you for.
The After-Effects will be comparable to those of a Nuclear War; land,
water, crops, livestock and people will be contaminated for Centuries.
As you will realise, further on, this will affect you, your colleagues,
family, children, and friends.  This is something you can personally
relate to.

The only way to stop this Attack is by the payment of U.S.$15 Million.
The rest of this communication deals with the finer points of Chemical
Warfare.  We hope that you will handle this matter promptly and
in the strictest confidence, any media coverage will force the issue
regardless of your intentions.  Be especially careful when using
any form of telecommunications as they may be tapped.

If you cannot evaluate the significance of our message, invite your
experts to provide an independent validation to enable you to decide
quickly, otherwise Cyprus will suffer a fate worse than Death!

TOXIC HAZARD







There are many well documented cases of chemical contamination. Bophal
and Servesio are examples which illustrate the tragedy and human misery
that accompanies such disasters.  Recently, Cyprus experienced some local
contamination when a few micro-grammes of radioactive dust from the
Chernobyl incident blew over the Island and stopped the dairy industry
in its tracks.  These events may have been accidents.

Imagine the effects of a deliberately planned attack aimed at poisoning
a small area like Cyprus which has most of its population concentrated
in only five major centres.  This scenario is further enhanced when
one considers the bewildering array of exotic chemicals and sophisticated
deployment techniques that are easily available today.

There are two man-made compounds which are particularly toxic
and harmful to humans.  They are easily created from every-day
industrial raw materials and household products.  They can both be made
and deployed together with only a rudimentary knowledge of chemistry.

This deadly cocktail is called "DI-TOX B7".  It is a mixture of compounds
which have horrific long and short term effects on the exposed population.
DI-TOX B7 is so potent that its manufacture and dispersal have to be
remotely controlled from a safe distance, in this case, from overseas.

DI-TOX B7 will be made in specially designed reaction chambers as
a "nucleated", microscopic particle, suspended in hot, toxic gas.
This mixture will be vented into the atmosphere as thick, poisonous
clouds which rise into the air and are blown across the country
for many miles while the toxic dust slowly falls out, permanently
polluting the Island.

DI-TOX B7 will contaminate the whole of Cyprus in a few hours through its
introduction into the air at selected strategic locations during normal
weather conditions.  This multiple, point-source deployment method
results in overlapping, fan-shaped contamination plumes with parabolic
concentration gradients down-wind from the injection sites.

The components of DI-TOX B7 are called PHASE I and II, both of which
exibit very low "Threshold Limit Values" (TLV).  PHASE I is fast acting
and short lived.  PHASE II is powerful, slow and indestructible, once
you have it, you are stuck with it (like AIDS).

HARDWARE TECHNOLOGY







The sciences of medicine, chemistry, electronics, communications,
computing, engineering and military operations have been combined to
produce the Remote Electronic Command, Communications and Control system
called "REC-3", which is now installed in Cyprus, tested, armed
and fully operational.  REC-3 has three major components:-

1  Remote Operating Terminal (ROT) which can be anywhere in the World.

2  General Area Master (GAM) which is located somewhere in Cyprus.

3  Poison Injection Generator (PIG), there are unspecified numbers
   of these units concealed in and around population centres, tourist
   areas, agricultural land and remote countryside locations.

The ROT can be located anywhere in the World.  Any suitable computer
terminal can be used, loaded with our unique software programme and
interfaced with a communications tranceiver tuned to the right
radio frequencies.

The GAM is a communications exchange with long and short range radio
facilities.  It is a repeater station enabling ROT to monitor
and control the PIGs from a safe distance.  It functions like
a packet switching "Terminal Node Controller" (TNC).

Each PIG is completely self-contained and programmed to activate at
sometime in the very near future.  Each PIG has two way, short-range
radio contact with the GAM unit which enables the ROT to interrogate,
over-ride, de-activate and self-destruct a PIG individually,
in sub-groups or all together.

All communications are in the form of digitally encoded radio signals
established across a number of secure, sequentially monitored
radio channels.  The operating codes are derived from true random
number tables manipulated by computer.  As a security precaution,
the only copy of the de-activating and self-destruct codes, generated
by computer, have been recorded onto a tape cassette whose location
is only known to its courier, furthermore, no single person knows
where all the PIG units are concealed.

REC-3 is built to military specifications and features compact size, key
circuit duplication, redundancy and independent, backed up power supplies.
If, by chance, a PIG is found, any disturbance or attempt to tamper
with it, causes the unit to activate immediately.  Be careful, PIGs bite!
The resulting process is self sustaining, so the control module
self-destructs in a violent Thermite reaction.  The GAM is protected in
a similar way.  Even your little yellow robot can not disrupt
these units, they can sense its approach and will act accordingly.

MEDICAL EFFECTS:   PHASE I













DI-TOX B7 is a composite toxin which displays two distinct groups
of symptoms on exposure, the instantly apparent, short-term
effects caused by the gaseous component and the medium to long
term effects of the toxic dust particles.  The immediate effects of
PHASE I exposure are as follows:-

1  Inhalation, even in very low doses, causes rapid and
   painful Death.  Dying is bad news at the best of times, PHASE I
   is like burning alive from the outside and inside at the same time.

2  The Gas is a powerful vesicant causing immediate blistering
   of the skin and bleeding from the eyes, mouth, nose and lungs.

3  Contact with the eyes produces acute irritation and blindness.

4  Non-fatal doses cause permanent lung and tissue damage leading
   to a life-time of chronic illness for the victims.

Thousands of men, women and children will die in agony during
the first few hours of the Attack.  Tens of thousands will be
left seriously and in many cases permanently injured.  PHASE I
soon disperses leaving a major catastrophy in its wake.

Cyprus does not have the medical capacity to undertake a disaster
of this magnitude, the number of people needing treatment and help
would be overwhelming but nevertheless, the dead would be buried,
the sick administered to and life would go on.

MEDICAL EFFECTS:  PHASE II

Those who survive the primary PHASE I of the Attack would live to
see the full horror of DI-TOX B7s' solid component, PHASE II.
The ultra-fine, almost invisible dust that accompanied the clouds
of Death.  These are some of its undesirable charactaristics:-

1  It is one of the most stable organic compounds, able to
   withstand enormous temperatures without decomposing.

2  Exposure to sunlight, air and water have no effect.

3  It does not bio-degrade or metabolise organically.

4  It can not be neutralised once it is in the environment.

5  It does not undergo radioactive decay or any other form of breakdown.

It is so durable that its use as a conventional Chemical Weapon
has not been undertaken.  The deployment of PHASE II is the reason
behind the apparent complexity of REC-3.  A simple "Gas Attack"
would be childs play compared to this.  PHASE I is just the "Big Bang"
that gets the show off to a good start.  PHASE I & II can be deployed
on direct command by ROT, nobody in their right mind would risk this
contamination.  These are the medical consequences of PHASE II:-

1  POISON:  When ingested via contaminated food or water or inhaled
   during deployment it kills the victim slowly and painfully,
   there is no antidote.

2  IRRITANT:  Skin contact, even in microscopic doses, causes a
   severe, painful and incapacitating reaction known as Chloracne.
   This is long lasting, difficult to treat and leaves permanent scars.

3  TOXIC:  In low doses it degrades all normal life functions.
   The victims will suffer from a multitude of incurable diseases
   of the heart, liver, kidney, lung, stomach and intestine,
   leading to untold suffering and premature Death.  (Toxaemia)

4  NEURO-TOXIN:  It is very potent, attacking the entire central
   nervous system and brain function resulting in a host of serious
   and unpredictable neurological diseases.

5  CARCINOGENIC:  Cancer growth and malignant tumours are directly
   caused and promoted by PHASE II.  Your Cancer Death rates would
   become the highest in the World. (Read "Global Geocancerology"
   by G. Melvyn Howe, pub; Churchill Livingstone for more data).

6  MUTAGENIC:  Pregnant mothers under three months will have to
   be aborted.  Your contaminated population, including children,
   would always live in the fear that their offspring would be
   hideously mutated and deformed.  This also applies to livestock.
   Remember the "Thalidomide" tragedy and think of your Country,
   PHASE II is forever.

In the aftermath of the attack, Cyprus does not have the facilities
to map-out and identify the contaminated areas, the consumption of
all fresh produce would have to be stopped, there would be wide-
spread fear, panic and chaos along with a Mass Exodus of Cypriots
and foreigners.  Cyprus will become a floating "Leper Colony".

THE ECONOMY

Phase II contamination will have profound long term effects on the
economy of Cyprus not only this year but for many years to come.

1  Agricultural exports such as vegetables, citrus, olives, potatoes,
   dairy produce, wines and other food products will be lost.
   Furthermore these products could not be consumed locally.

2  Contaminated livestock will have to be slaughtered and cremated.
   New stocks could not be re-established until animal enclosures
   have been de-contaminated and safe animal foods secured.

3  Agricultural land that has been contaminated is either abandoned
   or reclaimed by stripping the top few inches of soil and somehow
   disposing of it safely.  This must be done before rain and natural
   processes incorporate PHASE II throughout the soil.  Even your
   beaches, untouched by tides, would become major health hazards.

4  Contaminated orchards, vines and growing crops will have to be
   uprooted and burnt.  Their re-establishment, where possible,
   will take many years.  The forests and National parks of Cyprus
   would become "no-go" areas.

5  Irrigation and rain tend to wash the toxin into water supplies
   where it accumulates.  Open air water resevoires require flushing
   and de-contamination whilst drinking water needs special treatment.

6  Cyprus, at short notice, will have to secure and import most
   of its basic food requirements such as meat, grains, vegetables,
   fruit and animal feeds.  Initially, even water will be unsafe.

7  Cyprus's tourist industry would vanish overnight, the risks of
   cancer, mutagenic contamination and all the other side effects
   will keep tourists and business men away.  This factor alone
   would be a disaster for the economy.  "Res ipsa loquitur."

8  A great number of Cypriots and foreigners will leave the Country
   in what would amount to a brain-drain.  Students overseas
   will fail to return.  New investment from abroad would dry up
   while there would be a financial crisis as people pulled their
   money out of Cyprus.  You will lose your best people as those
   who could afford it will emigrate.  Offshore companies will
   literally go offshore.

9  The cost of the clean-up operation and de-toxification of vital
   areas alone will be C£ multi-million projects.  Thousands of
   people will need evacuation and re-settlement.  Cypriots
   will become refugees again but this time with nowhere to go.

10 The cost of providing medical attention for immediate and
   long term patients can not be calculated.  Doctors are not
   immune to the contamination, many of them will be too ill
   to practice and those well enough will leave the Country.

11 Finally, the genetic damage to the Cypriot "Ethnic Gene Pool"
   could never be restored or adequately compensated for.  The cost
   in terms of human misery and suffering can not be imagined.
   It will be a terrible legacy for countless generations to come.

PROTECTION

It is impossible to calculate the full cost of a disaster of this
magnitude even for the first year let alone the 10, or 50 year terms.
It is, however, possible to estimate the loss of revenues that
would normally be expected.  By adding the loss of exports, tourism,
agricultural resources and livestock to the cost of medical treatment,
additional food imports, resettlement, clean-up and de-toxification
of vital areas alone the bill runs into the C£ hundreds of millions.

Over and above the financial costs, one must consider the quality
of life the survivors will face.  The loss of lives, of family and
friends, social disruption, loss of manpower, unemployment, illness,
cancer, the horror of childbirth, pain, suffering and early Death.

Cyprus has already experienced some of these effects when in 1974,
Turkey invaded the Island taking your lives and property.
With the benefit of hindsight you know exactly how much that event
cost your Country.  Ask the average Cypriot if he is willing to pay
the sum of C£10 to have stopped the invasion, what would he reply?
People never appreciate the value of their possesions until they
are lost, when it is too late to protect them, they become priceless.

Cyprus in now facing a danger, at the very least, equal in magnitude
to the Turkish Invasion.  The difference now is that you have the
power to stop it.  The Government of Cyprus is invited to pay
the sum of U.S.$15 Million on behalf of their citizens to ensure that
this terrible holocaust is prevented from happening.  There are
on average about 750,000 people in Cyprus at any one time, with an
exchange rate of about U.S.$2 : C£1 we arrive at the magic figure
of C£10 per person.  This is the "Bottom Line"!

There will be no negotiations, reductions, extentions, warnings
or deadlines.  The Terms and Conditions are fixed and unalterable.
The countdown has already began.

We could send you a sample of DI-TOX B7 for analysis, we could
illustrate this report with pretty pictures, graphs, charts and
statistics, we could even send you a video of rats dying in cages
and babies being born without arms and legs, but none of these
can prove to you that we are serious.  Only in Death lies the proof!

Non-payment will result in the contamination of a medium sized town
in the Republic of Cyprus with DI-TOX B7 via the control
facilities of the REC-3 system.  This will serve as a demonstration
of our abilities, not only to you, but to our future clients.
Cyprus will be the dying proof of our existence and resolve.
Once you experience the full devastation of this act, there is
no doubt that you will pay.  By then the panic would have began,
the damage done, the price doubled to U.S.$30 Million and a
full scale Attack only hours away.  Double or Quits, dare you play?

So far, every Nation that has faced a similar peril, has chosen
to pay up-front thereby eliminating the need for a demonstration.
This, like any other business, thrives on publicity, therefore
it would be in our interest to have a well documented case of
DI-TOX B7 contamination to help persuade others to pay promptly.
If details of this transaction are published while in your hands,
you shall become the first example by default, regardless
of your willingness to co-operate.

DEFENCE









You may decide to search for and destroy the GAM and PIGs.  In the
time that you have, your chances are too small to be statistically
significant.  If GAM is found, it has a deadly self-defence mechanism.
It self-destructs so that without its controlling influence the PIGs
activate sometime within the following 12 hours.  If a PIG is found,
it will self-activate long before anyone can get close enough to
disrupt it.  You dont know what to look for, its size, location,
or how many there are.

The size of a PIG is variable, the same module can process one litre
or a thousand litres of DI-TOX B7.  The chemical reaction is maintained
by a parallel reaction which pressurises the Binary Liquid storage tanks.
This method eliminates pumps, heavy batteries and mechanical failures.

The PIG is a sensitive beast, it reacts quite violently to disturbance,
especially earthquakes.  There is nothing we can do about this, although,
we did wait until we were all out of Cyprus before arming the REC-3.
We suggest you light a candle to protect yourselves from Force Majeure.
PIGs are also very unresponsive, they do not talk back to the GAM unless
they have something to say, therefore, you will not find them by radio DF.

Perhaps your experts think they know what frequency band we are on?
Have they considered that we might be using military, commercial or civil
satelites which between them broadcast and relay from longwave through
to microwave?  What will they look for anyway FM, AM, CW, PM, FSK, SSB,
PCM, ASCII, RTTY, DELTA or something even more exotic?  We lose nothing
by revealing that our signals are "Caesars' Code" or "One-Time-Pad"
encripted and that no one actually knows what these codes are because
they were generated by a computer from totally random number series
that have since been destroyed.

You may try to "Spike" the payment in someway.  Firstly, you have to
persuade someone to stake their Life on the integrity of your payment,
secondly, you will be dealing with innocent intermediaries who
have no idea of what is really happening let alone able to help you.
Thirdly, your safety depends on our acceptance of payment only if
it clears through the International Banking system cleanly and
with no strings attached.

We have given you a lot of information about our "Project" so that
you can understand the magnitude of the Attack you will experience.
Do not assume that you know everything, there is far more that has
not been mentioned.

PAYMENT


















Cyprus may pay U.S.$15 Million now, U.S.$30 Million after the demonstration,
or pay nothing and suffer the consequences of full scale DI-TOX B7
contamination.  The choice is yours.  Decide quickly as time is running out.
Whether you decide to pay now or later, the payment will be as follows:-

1  U.S. Currency.

2  Cash.

3  Used, circulated notes, randomly numbered.

4  Each 1/3 of the Value to be in $500, $200 and $100 notes.

5  The cash will be divided into bundles of 100, same denomination,
   notes each secured with an elastic band.

6  The bundles will be divided into, 1/3 by Quantity, blocks of
   284 bundles and 2/3 into blocks of 283 bundles, ie; there will
   be two 283 blocks for every one 284 block.

7  Each block will be packed into a medium sized, real leather suitcase
   with zip fasteners, double straps and padlock.

8  The suitcases will contain no unauthorised items whatsoever.

9  The suitcases will be padlocked.

10 If you choose to pay after the demonstration, your payment must
   be free from contamination.  The blocks should be wrapped in heavy duty
   polythene and sealed with plastic adhesive tape before the Attack.

THE CASH
















During the course of the payment proceedure, the cash will be
subjected to the following analysis:-

1  Audit

2  Authenticity in the form of random sampling to check numbering and
   codings against U.S. Federal currency logs.

3  Serial number randomisation.

4  Visible characteristics.

5  Magnetic response.

6  Ultra-violet and infra-red inspection

7  Hot-carrier diode detection.

8  Tracer chemical analysis.

If the cash fails to pass these or any other tests, it will not
be accepted as being "Good Delivery".  The cash will be incinerated,
your delivery man executed and REC-3 activated.

GOOD DELIVERY

The President will receive a "Signal" within the next few days, at any
time, day or night.  You must be ready to respond immediately and be
fully prepared in the following way:-

1  The cash payment will be ready, packed and instantly accessible.

2  The Minister of Finance (MoF) will be personally responsible
   for the payment and will guarantee its integrity with his Life.

3  A rendezvous will be specified by Time and Place.  It will be
   your initiative to be there and prepared exactly as instructed.
   There is no margin for error, there will be no deviation.

4  MoF will wear a white shirt, black tie, plain grey V-necked pullover,
   grey slacks, black slip-on casual shoes.  He will carry, the keys to
   the suitcases, essential medications, if any, tablets only, sufficient
   for 48 hours, in a plain envelope with manufacturers identification
   leaflet and a valid Doctors prescription, a plain white handkerchief,
   passport for identification, and THIS report.

5  No spectacles, watch, pen, coins, rings, chains, comb, other keys,
   smoking materials or objects including deaf aid and contact lenses,
   papers, credit cards, other identification or any other form of money.

6  MoF must have the original and complete copy of THIS report in his
   possesion, This is marked in a unique way and is instantly identified.
   It is proof that MoF knows he is Responsible for "Good Delivery".

7  MoF will be alone, there will be no surveillance, presence, monitoring
   or interference by any third party, police, military, covert or
   civil group in anyway whatsoever.

8  MoFs' Life will depened on the results of the following:-
   An electro-magnetic scan of him and the suitcases which will
   include X-ray, metal detection, microwave and other frequencies,
   These are safe and harmless but MoF must state clearly, when
   the time comes, whether he has a heart pacemaker or any other
   surgical implant.  A physical search.  A polygraph test.

Once the payment is delivered, there will be an intermediate period
while the cash is cleared through the International Money Markets.
Only when this has been achieved, will the payment be accepted
as being "Good Delivery".  If payment is accepted, a written confirmation
will be sent, to inform you that REC-3 has been de-activated, neutralised
and destroyed.  There will be no further demands or obligations.

If your payment is not accepted, or if anything goes wrong during
the Good Delivery process, REC-3 will be Activated and MoF shall be
Executed.  We are prepared to abort this project, cut our losses
and use your Country as an exercise in Public Relations which
in the longer term will be worth more to us than your bargain
basement contribution.

If MoF is disqualified from this mission by any genuine reason, you
may substitute your Foreign Minister as delivery man.  We undertake
to ensure that your representative is safe, comfortable and free to
go anywhere he pleases as soon as his mission is succesfully completed.

VALIDATION: REC-3













The layman may be excused for thinking that this operation is too
complex and sophisticated for a private group to launch.  The truth
is that an ingenious schoolboy could put the whole system together
from parts of everyday goods purchased in any high street.
The following is just a small sample:-

1  Gas heater, refrigerator, programmable washing maching, pressure cooker.

2  Remote controlled television, video recorder with timer,

3  Cordless telephone, answering machine, home computer,

4  Motion sensing burglar alarm,

5  Electronic cigarette lighter, quartz alarm clock,

6  Citizens or taxi band radio tranceiver.

The list goes on, the point is that the technology exists, only the
application is new.  The trick is to snip out the bits you need and
fit them together, just like a jigsaw puzzle.

In reality the task is even simpler, buy a few foreign electronics,
computer and radio magazines, look through them carefully and
you will find everything required, ready made and for sale by mail-order.
A vivid example is the TNC unit which is the heart of GAM and the
PIGs, this can be purchased in any amateur radio shop in Europe,
Canada or the U.S.A. for under U.S.$300.

REC-3 is a highly sophisticated and complex system designed so that
our projects can be executed quickly, reliably and without poisoning
ourselves in the process.  It is custom built to our exact requirements
simply because we have the resources to do it.

This does not mean that a lunatic terrorist group could not make a
Fucking Nuisance of themselves by mixing up this deadly cocktail
in a bath-tub and setting it off with a tin-can alarm clock!

Logically, it is in both our interests that our methods do not become
public.  Cyprus is especially vulnerable to this form of compromise.
If you allow publication, you will leave yourselves wide open to the
whims and mercy of every aspiring alchemist and lunatic in the World.

VALIDATION:  DI-TOX B7

DI-TOX B7 cannot be bought from anywhere, it cannot even be stored in
a useful form, in fact, it does not exist until the moment it is made
and deployed.  Before this moment, PHASE I & II are a pair of safe to
handle and easily stored "Binary Liquids".  The Binary Liquids are very
easy to create from readily obtainable, harmless and innocent raw
materials widely used in industry and homes.  The following is a list
of the principal ingredients required:-

1  Washing soda from any good hardware store,

2  Anti-freeze as used in your BMW,

3  Dry cleaning fluid which cleans your clothes,

4  Disinfectant used in every hospital,

5  Refrigeration liquid which keeps your food fresh,

6  Industrial solvent contained in paint and wood preservers,

7  Chlorine as used in swimming pools, a component of household bleach,

8  Salt used on your table,

9  Sulphur which is actually produced in Cyprus,

10 Plastic Base that you use every day.

11 Industrial Acid used to make thousands of every-day objects.

These basic chemicals are reacted together in a process that very
much resembles cooking, to produce the Binary Liquids that DI-TOX B7
is actually made from.

DI-TOX B7 is made in a pressure and temperature controlled catalytic
reaction chamber.  Ignited by remote or self-control and self-sustained
by a simple, yet highly effective, secondary reaction which pressurises
the storage tanks thereby forcing the liquids to mix and react.
The reaction rapidly accelerates to maximum potential as a pressure
valve vents the hot billowing cloud of toxins into the air.
Anyone in the vicinity is instantly killed.  The reaction is over
in a few minutes, its effects last for Centuries.

The PIGs' control unit signals to the GAM that ignition and pressure
have been obtained and then self-destructs in a Thermite reaction,
a mixture of powdered aluminium and iron oxide, ignited by a
magnesium primer.  In the de-activate\destruct mode, a PIG discharges
a chemical neutraliser into the Binary Liquids rendering them
harmless before it signals and self-destructs.

We speculate that when you show this to your "Chemist", if he is good,
he will give you a positive ID on PHASE I & II within thirty
seconds and a sample in a few hours.  For his information,
our reaction is "dirty", PHASE II has some pretty nasty by-products
in it which for the sake of simplicity we have not described.
As fellow scientists, we would pay U.S.$15 Million just to see
his face when, as the English say, "the penny drops", unfortunately
we will just have to use our imaginations.

Here is a simple demonstration that you can do.  Get a worn-out tractor
tyre (about 1m across), and 2-3 litres of petrol. Take them to an open
area, 2-3 km outside Nicosia with the wind blowing towards the City.
Soak the tyre with petrol and set fire to it.  Soon you will see a thick,
noxious pall of black smoke rise into the air and drift towards Nicosia.
Drive back to the City and notice just how far away from the blaze you
can still detect the smell of burning rubber.  This experiment should
convince you of the efficiency of our deployment method. Now imagine
a reaction 1000 times more violent than the burning tyre, almost to the
point of a "controlled explosion".  This is DI-TOX B7 in action!

Remember, DI-TOX B7 is not just a bad smell that will blow away in the wind,
wherever it goes, it poisons the environment permanently, the forces of rain,

            Cyprus has two hours of grace before we exercise our option
            to demonstrate our abilities, enough time to collect all
            your decision makers and regional govenors into Nicosia,

You have nothing to fear from us, we mean you no harm, in fact, you
have a Guardian Angel watching over you all the way.  Follow these
instructions faithfully and you will be completely safe.

1  You are traveling in the name of Mr. A. WINTHROPE, this will be
   your contact name at the destination.

2  You are to check-in immediately and go through to the departure
   lounge.

3  Do not talk to anyone unless you have to, keep it short and to
   the point.

4  Stay with your group, do not wonder off on your own.

6  This goes without saying, but do not try to contact anyone by

We are only human, the best laid plans are easily disrupted by random
and unpredictable events.  We have no intention of causing any harm
to anyone in the event of a genuine "Act of God".

Our dilemma is how to decide whether a given situation is real or
represents an attempt at deception.  We have solved this problem by
using a computer programme called "GOD" to be your judge.  "GOD" is
designed to calculate the probability of random events and decide
whether they are significant or not.  We Act on its judgment.

In order to take advantage of this facility, you must take an active
role in the aftermath of your failing to carry out this project,
during the two hours of grace between 04.00 and 06.00 local time.
This is what you must do:-

We have set up a station in Lebanon to monitor the CBC VHF television
channel during this critical period.  To signal to us that your intentions
are genuine, CBC must broadcast the code-word "TRUST" and a private
telephone number where we can contact you directly for an explanation.

As an extra precaution, and an insurance for your representatives' life,
you may like to broadcast the cobe-word "ROGER" if everything appears
satisfactory from your side.

We are happy to advise that all systems have been successfully
de-activated, neutralised and destroyed.

Furthermore, our "Undertaker Squad" has retrieved and disposed of
all the hardware so as not to leave any loose ends.

There is now only one Active unit left in Cyprus, it is our biggest
and best with an MTBF of 50 years.

We call it the "PIGGY BANK", it is our insurance that we do not hear
another squeak out of you.  It is located in one of your major
Cities and is designed and built to be totally undetectable and as
impregnable as its name suggests, a Bank.

It is our investment in the future, we do not want you or
anyone else poking around in our affairs.

Do not TALK about us or our "Secret Transaction" otherwise we shall
retaliate with our "PIGGY BANK" and do not go looking for it as it
is liable to go off in your grim little faces.

Here's hoping that we never have to "Cross Bones" with you again.
